Management are victims of the work systems as much as anyone else. Don’t blame the person, (help them) fix the system.

[I get that the word “victim” is problematic. We need to be empathetic to the fact that people are NOT individually responsible for the system, nor can they change it.
Only by a united desire to change from everybody does it change. That can start from a guerilla group locally and/or from the governors and executive. But for any individual they’re mostly highly constrained in what they can do, and heavily immersed in behaviours and culture that influence and affect them. They either develop negative behaviours out of frustration, or they come to genuinely believe they’re doing the right thing. Blaming them for that achieves nothing.]
