Agile is never the solution.

Agile is not ever the solution. You can’t “use” Agile . There are many techniques that fit its principles.

Capital A Agile is a philosophy of work, not a method of doing anything. To be more Agile, capital A, an adjective that people turn into a noun, we only need to comply with the principles of the Manifesto. So it is never correct that one “used” Agile. Or “implemented” it or are “doing” it.  Agile is a belief system based on 4 value statements and 12 principles. It’s not a solving tool. I too have used it to infer models like “iterate increment experiment explore” but I shouldn’t. We all fall into the language trap, including me , but when we consider these things, like now, it’s just a set of beliefs.
